There is a decrease in about 17,000 people between Dublin and Cork, whereas the rank size rule suggests that is should decrease by half which would be about 260,000 people. Swords, Tallaght, and Galway are all populated around the same barely decreasing.

As you can see the buildings are super close together. In most cities they began building up instead of out so that it is cheaper. Most businesses want to have their business in the urban area so that the people can get to it easier.

Dublin has many bridges connecting one urban area to another. This allows the urban area to continue to expand even around a river. Bridges make it easier for people to walk around and take in the city.
